Ryanair called on the Aviation Regulator to explain why the Shannon radar back-up system, which was specifically designed to immediately replace or back-up the Dublin radar system, in the event of a (terrorist/criminal/catastrophic) system failure at Dublin has not been used despite five weeks of Dublin ATC failures.

 

Ryanair calls for the dismissal of the Aviation Regulator, Mr Cathal Guiomard who (despite regulating the charges of the Irish Aviation Authority (IAA) and the service standards which passenger airlines are entitled to receive for those charges) has yet again failed to take any action against the IAA who did not use the Shannon radar back-up system and has allowed five weeks of malfunctions and failures of the Dublin Airport radar system resulting in the closure of access to Ireland for business and in peak holiday season.
 
As we enter the busy weekend (when charter flights will worsen the delays at Dublin Airport) Ryanair again poses the following questions to the Department of Transport and the Aviation Regulator:
 
1.      Why has the Shannon ATC back up plan (which is designed to provide cover for Dublin in the event of a system collapse at   Dublin) not been put in place in order to maintain flights and schedules at Dublin Airport?

2.      Why has no regulatory action been taken against the IAA despite five weeks of Dublin Airport radar system failures, flight delays and cancellations?

3.      What has the Aviation Regulator, Cathal Guiomard been doing for the last five weeks?

4.      Why has the IAA not been able to provide a manual ATC service at Dublin Airport, which after all only handles 25 arrivals and departures per hour?

5.      Can the Aviation Regulator confirm that the Shannon ATC back up system will be put in place when (not if) there are further radar system failures at Dublin Airport?

6.      Can the Aviation Regulator confirm that he will require the IAA to reimburse the airlines for their costs and expenses associated with providing passenger care for diverted, delayed and cancelled flights?
 
7.      Can the Aviation Regulator also confirm what safe guards will be put in place to ensure that this monopoly operated system does not break down again and if it does what penalties will the IAA incur?
